It wasn’t ever stated that Kai ordered that. It was never explicitly stated that Kai directed every single move his followers made. And if we look at it from the perspective that Meadow thought she was in love with him, it’s very plausible that she took it upon herself to do that.
Plus, if Kai had any inkling that Oz was his biological son, as fucked up as he is, I don’t think he would want to torture him like that.
